REASONS MAY BE BEST KNOWN TO
SMT. MANEKA GANDHI BUT I FEEL AS UNDER
I am working for animal safety,
Welfare, development of speechless animals at national level since more than 25
years and was instrumental in giving new vision. My book “Goraksha-Gagar me
Sagar” in Kanchi Kamkoti Adi
Shankaracharya Math in presence of thousands of viewers.
To accredit my services, Government of
India appointed me as Member to prestigious Animal Welfare Board of India in
2004-2007 team in 2006. She was also a member to this Board as Member of
Parliament. Right from the 1st meeting, she could feel that I am a
genuine worker and will not budge to any pressure or laurel.
Looking my meticulous working, I was
given Charge of Karnataka & Kerala apart from AWBI Screening Committee, Staff
Welfare and many other Committees. During the discharge of my duties, I was
deputed by the Board for several Inspections in Karnataka & Kerala where I
came across several organizations belonging to Smt. Maneka Gandhi.
I submitted factual Inspection Reports
which were highly favorable to several AWOs and may be pinpointing anomalies,
mistakes, funds misuse & swindling also like in the case of PFA Trivandrum
or PFA Mysore.
A person, involved with so many
foreign agencies and working against the tradition and cultural role of
speechless animals, having myth in her mind that she is SUPER was habitual of
insulting the Board calling the respected then Chairman Maj. Gen(Retd) Dr. RM
Kharb AVSM as a horse trainer coming to her door to couch horse riding, which I
used to rebut.
I inspected Kakkoor Bullock Cart Race
with Kerala Animal Husbandry officials, as there was no ban and even it was
reported, permitted by Kerala High Court. District officials examined the
participant Bulls and after Health examination they permitted the Race. It
again perhaps brought her on the back footing as if her dictate was broken.
She instigated her group persons to
lodge baseless complaints to her,
against me, so that she can forward it to Board. She was so worried that
if Mittal will be allowed to work, than her all foreign counterparts like PETA,
HSI, WVS and group like PFA, Blue Cross, will stop working , funding and their
aim to ruin Indian livestock, breeds, traditions and rituals.
So I see reasons only the frustration,
loss to their business, highhandedness, false pride, to save misdeeds of her
persons and organizations.
It is worth to mention here that I was
again nominated to AWBI in 2007, which
disturbed her and as a sitting Member of Parliament, she went to Honorable
Prime Minister Dr. Manmohan Singh and gave a false complaint to derail my
nomination, as there was no MOS I/C or Cabinet minister so the decision of MOS
Sri Namonarayan Meena was withheld and Notification was withdrawn from
printing. She succeeded in her dirty game.
She played the same back stabbing in
last so many years with her malpractices and even took Bullocks to the list of
Wild animals to destroy Indian agriculture, its tradition, love and affection
towards speechless animals.
After the reconstitution of AWBI
Board, Honorable Chairman removed the dust and clearly decided that OUR MANDATE
IS TO STOP CRUELTY & NOT TO STOP THE TRADITION OR THE RITUALS”
I was assigned the responsibility of
Jallikattu Inspection Committee, Legal Committee, and even Inspection Committee
on Transportation, Slaughter & Sacrifice. This was a deepest heart burning
and again the same tactic was used. i.e. to lodge the baseless, mindless, false
complaints to derail the BOARD and its working towards animal safety and
welfare.
BUT, as I have the facts and proofs
and replies of all her allegations and cooked stories so A NOTICE was given to
her on 21st August, with information to AWBI and Honorable Env.
Forest & Climate Change Minister Dr. Harshvardhan.
I also feel that a Group lead by Smt.
Maneka Sanjay Gandhi is functioning in the nation to destroy the sturdy breeds
and was instrumental even in bringing Bullocks in the list of Wild animals. I
support the stand as taken by Government of India that the Mandate is to stop cruelty
and pain but not to restrict Tradition, Rituals and Rural sports. PETA, HIS,
WCS like organizations were shown gate by many countries but are surviving in
India and funding the Smt. Maneka Gandhi;s organizations. My working in the
national interest may have annoyed her and her Group.
The Animal Welfare Organizations where
she & her group is involved and facing number of enquiries for their
misdeeds, swindling of government properties and Funds with her influence and
with the constitution of AWBI Jallikattu Inspection Committee and/or AWBI
Inspection committee on Illegal & Cruel Transportation, slaughter &
Sacrifice, she is feeling scared and want to derail genuine working of
Government of India Body i.e AWBI and as she know it very well that I am a
straight forward, learned, experienced animal lover and worker and will try my
best to restrict all malpractices.
I request all to go through the
contents of false allegations which can be lodged against the genuine workers
like YOU also some time. We shall save
animal Welfare from international Sharks and their kith& Keens.

Respected Sir,
As
member AWBI Animal Transportation, Slaughter & Sacrifice Inspection Committee and as per visits
approved by Chairman AWBI in the meeting held in Board office on 25th
July, 2018, My self, Sri Kamalesh Shah and Sri Sudhirkumar Srivastava IGP
BSF(Retd) were bestowed upon the responsibility of inspection and discussion
with Chief Secretary and all Concerned State officials of Odisha, Jharkhand
& Bihar States. Sri Kamalesh Shah though was very keen and gave his accent
in the meeting but could not join due to his engagement in legal work to
prevent Export of Goat & Sheep from India.
The
information was sent by Board to all States (as enclosed). I have come back home after hectic tour to
Odisha including Bhubneswar, Puri, Cuttak, Balasor & Mayurbhanj Districts,
Jharkhand including Jamshedpur. Ranchi, Hajaribag etc Districts & BIHAR
including Patna, Navada, Bakhtiyar pur
etc Districts.
I
was surprised when Bihar Development Commissioner & Addl. Chief Secretary
Sri Shishir Sekhar Sharma IAS gave me the Copy of DO letter No/ 69/14/Cob,/2018
Minister/WCD/2018-19 Dt. 23rd July,2018 issued by Srimati Maneka Sanjay Gandhi-
Honorable Women & Child Development Minister of Government of India
received by Secretary Animal Husbandry
& Fisheries on 31st July,2018 & Chief Secretary Bihar on
1.8.2018.
It
made the Government of India, Ministry
and AWBI a laughing Stock and shameful, childish, disrespectful, action with
strong ulterior motive to dent the untiring efforts of a statutory constituted
Board.
I
was unable to understand that Who is this lady called Smt. Maneka Sanjay
Gandhi, her interest in other Department or Ministry and in what capacity Some
Gauri Mulekhi is writing. Than I remembered the talk of the town that some
invisible group is earning billions and developed a nexus in whole nation
Even
everywhere in all meeting we could felt the utter confusion, that to whom to
obey, as they are receiving harsh Calls from Maneka Sanjay Gandhi and Smt.
Gauri Mulekhi thinking that they are representing the BOARD. In Patna, Pri. Secretary Mrs.
Vijayalakshmi IAS showed some directions for conducting Training from some
Gauri Mulekhi in June/July 2017.
On
retujrning home, I saw the message from the Board here as under:-
I have
gone through the letter No 69/14/Cab./2018 Minister/WCD/2018-19 Dt. 23rd
July,2018 with 6 page enclosure released by some Gauri Mulekhi on 1st
August,2018(as if the letter is back dated). It is full of false allegations on
Board, its members and without proprietary and targeting my image, working,
honesty, untiring service to mankind, speechless animal AWBI,
BJP and Sangh Parivar.
I
remember that as In Charge AWBI Kerala & Karnataka State Committee I
submitted Inspection Reports of several
Animal Welfare Organizations drawing funds from Govt. of India / AWBI for
Ambulance, Shelter, ABC & Care and Maintenance of animals and during these
inspections was assigned the inspection of AWOs like PFA Trivendrum, PFA Mysore
etc where I could see the gross misappropriation of Ambulance and even Shelter
Grant.
I
reported the matter to the Board and my Report was given to CBI for further
enquiry. I remember that I was called for witness once or twice on the issue. It was a gross misuse of
Government funds where this person was also deeply involved by appearing in its
financial accounts.
The
period in reference is 2006-07 and to stop my way, she even went to then Prime
Minister as Member of Parliament and gave a false complaint which was enquired
deeply and I was exonerated alleging her of false complaining and also about
her integrity that she has not returned even the books worth RS.2 Lakhs.
Being
a Swyam Sevak since 1964, worked in ABVP under Pujaniya Sri Dattopant Ji
Thengdi amending the Delhi University Students Union constitution by Direct
elections of office bearers resulting the winning of Sri Arun Jetaly, Sri Vijay
Goyal Sri Alok Kumar like wizards. Being involved deeply in service to
speechless animals and perhaps highest education degree holder i.e. LLM &
Doctorate in Animal Safety Laws and author of several books of Animal Safety Laws.
My
1st book Animal Safety Laws of Karnataka brought awareness and was
released in RSS Samrasta Sangam by Mananiy HV Shesadri ji under With my
untiring work I was appointed National Co Convenership of BJP Cow Development
Cell which gave me the opportunity to serve and bring awareness in whole
nation.
I
was instrumental in the constitution of Karnataka State Goseva Ayog in 2013 and
served in all odd conditions due to change of government but could keep the
flag high.
As
per the direction of RSS Sar SanghChalak Sri KS Sudarshan ji and Mananiy
Omprakash ji, I installed worlds 1st plant to manufacture Particle
Board and several other products from Cow Dung and Cow Urine.
My
work was admired by several Ministers like Sri Nitin Gadakari, Sri
Rajnathsingh, Sri Sadananda Gowda, Sri Prakash Javedkar who even in a meeting
mentioned my name for AWBI Chairmanship. The best known person can be local
Member of Parliament and Mr. Pratap Simha MP Mysore & Kodagu Constituency
always recommended my human activities and commitment to serve speechless
animals. I am a committed animal lover working at national level and a petty
donor also.

Sir,I have reply to all the allegations leveled by Mrs. Maneka Gandhi and will
certainly submit to your kind perusal with in few days as also I have asked my
High Court lawyer to prepare and file Defamation Suit and Criminal proceedings
against Smt. Maneka Sanjay Gandhi who is misusing her government position and
interfering in other ministry ignoring the work assigned and passing the
government correspondence to unrelevent persons including Smt. Gauri Mulekhi,
In
the mean time, as I am totally perturbed and I withdraw from all assignments of
AWBI if any truth is found in any of baseless charge leveled against me. In the
meantime, I request your honor to investigate the matter to establish the
truth.

The firing of
false allegations commenced by email Dt 31st July, 2018 of some Ms.
Gauri Mulekhi who attached a letter written on official letterhead of Smt
NManeka Sanjay Gandhi Hon. Minister of Women and Child Development and sent not
to only Honorable Env. For & CC Minister Dr. Harshvardhan, Chairman &
Members AWBI but to all States/ UT Chief
Secretaries and Principal Secretaries Animal Husbandry. It read as under:
The Chairman AWBI has formed an
inspection committee to tour slaughterhouses across the country, ignoring the
State Slaughterhouse Monitoring Committees appointed by the Hon'ble Supreme
Court.
The
committee contains fake names of officers from BSF and FSSAI, seemingly only
for the purpose of giving legitimacy to one S.K.Mittal for dubious reasons. I
have confirmed with the DG BIS and with the CEO FSSAI, no permissions were ever
sought by AWBI to include any of their officers in such a team. Moreover, no
such officers exist at the posts that have been indicated Gauri Maulekhi
1. My objection to this letter / Email are her as
under:-
2. Who is this Ms. Gauri Mulekhi? What Excess she
has to Smt. Maneka Sanjay Gandhi? Why the Government official letterhead and
system was used as is visible even from Dispatch number.?
3. What was the purpose of this communication
except to attack and establish that Statutory appointed Chairman is working
without mind or the Ministry is not having the control on the Board like few
years earlier.?
4. Whether the purpose was to defame Union
Government as visible. We got the copy of the letter in Chief Secretary Bihar
office in Patna during the meeting. It was placed in the Folder circulated to
all present
5. Whether this letter was bomb shelled to save
illegal traffickers, and money extracting nexus spread in whole nation under
invisible shelter and also to derail the Board and Ministry;s Endeavour to
advise and monitor the States and UTs on their implementation of all Acts and
Rules in letter and spirit.
6. It is visible also from the exercise of mis
interpreting the Name and mentioning inspection
committee to tour slaughterhouses which is absurd, wrong and mala fide as the
Committee has been constituted with a entirely different mandate to curb
illegal animal Transportation, Illegal animal Sacrifice and illegal animal slaughter.
7. It can also be seen that perhaps the Letter was
drafted in Back date i.e.0n 23rd July,2018 as the ist Committee
meeting was held on 25th July,2018 in which the programme was
finalized. Even to use a small clerical mistake
i.e not putting (Retd) with the name of Sri Sudhir Kumar Srivastva IGP
BSF. And as the mistake was noticed and advisory was removed from the AWBI
Website for necessary correction.
8. It looks that Ms. Gauri Mulekhi and / or Mrs
Maneka Sanjay Gandhi have many persons to watch activities in the Board
and use it for their ulterior motive.
Coming to Annexure “ Note on SK Mittal- member of the Slaughter house Inspection
committee appointed by Chairman AWBI”
1. The name of Committee is absolutely wrong and
misleading. It looks a deliberate attempt.
2. May,2006 to Aug.2007 comes to 15-16 month and
not 11 month. This lady was also member with me for few months than was removed
and not taken back till date. Though I have many things to say but I don’t want
to be so cheap like her and will reply only to the allegations as given in the
letter.
3. Though in 2007 when my name was approved by the
MOS ENV & FOREST and the communication was sent to Government Press, as she
was perhaps afraid of my honesty, knowledge and committed work, went to Honorable
Prime Minister Dr. Manmohansingh Ji and as an MP gave one false complaint only
to derail my appointment and also to save her and her group. With her
penetrated influence she could delay the enquiry BUT the Report came and I was
Exonerated from all the charges and some indications on the greedy character of
the complainant. The complete information is available in the Animal Welfare
Division in the files related to AWBI nominations.
4. She labeled the Allegation earlier also and
pretty know that she is on wrong footings I quote
“ He run an organization called Mysore SPCA which
took a grant from the AWBI. It was found that the money had been diverted into
personal accounts and was not used for any animal related work. The organization was blacklisted immediately,
He then applied for grants using the name Karuna, a Bangalore based
organization. It was found that even these grant applications were bogus and
even Karuna organization had to be blacklisted.”
I am surprised that such a informative person knowing
each and every minute information of the BOARD and using for personal
fraudulent purposes is referring which
SPCA Mysore or Karuna. Whether she has lost her mind as a matter of fact, A. PCA(SPCA) Rules,2000 was passed under
which all States & UT were directed to have District SPCA under the
Chairmanship of Collector/ Dy. Commissioner of the District. I 2003-04 then Dy.
Commissioner Sri B. Basvaraju IAS who is now Addl. Chief Secretary (Revenue)
Govt. of Krnataka, took the initiative and a Society was Registered with
Registrar of Societies Mysore in Karnataka society Registration Act. In the
Constitution His Excellency Governor, Karnataka is Patron, Dy. Commissioner
Mysore District is Chairman, Superintendent of Police Mysore is Vice President,
Member Secretry is Dy. Director Animal Husbandry & Vet. Services Mysore
district. RTO, DDPI, DCF, Municipal Commissioner etc are ex officio members. I
was taken as member nd 2nd Vice President from AWO quota. Its
Registered office is City Veterinary Hospital, Dhanvantri Road,Mysore.570001
and was recognized by AWBI wide its Regn No 0046/2007( copy of AWBI letter is
attached.
5. SPCA Mysore ® is a Quasi Government body being
run under the Act & Rules of 2000. We have not received any Grant except
RS.10,000-00 for infrastructure in 2007. There is no grant or UC pending and
this AWO is never blacklisted.
6. Karuna name is very pretty new for me as I
remember that Bangalore SPCA changed its name to Karuna which was being run by
Dr. BC Ramakrishna. I categorically deny the allegation which looks placed with
very cheap and ulterior motive.
7. In the last of Note, list of slaughter houses
of Kerala is placed with the following
Fraudulent inspection
reports and fake expense bills:- He claims to
have inspected 16 Slaughterhouses spread in 10 Districts of Kerala in 4 days,
which is a task that could not be accomplished even if he had a Chartered
helicopter. The various districts that needed to be visited and detailed report
that was required was not don by him, however fake bills of travel and stay
were submitted to the Board by him.
Kerala is in longevity with a stretch of
app.500 KMS. As per Honorable Supreme Court Directions the inspection was
completed in given time schedule. I don’t know the speed of Ms. Gauri Mulekhi
or Mrs Maneka Sanjay Gandhi but I know my speed very well. The Tour
program was planned with Principal
Secretary Urban Development Sri Vijayanand IAS. Before the day, I was being
attacked during the visit to a Slaughterhouse so DR.THOMAS Joint Director Urban Dept Govt. of Kerala was provided and the inspection was completed. If any body including
Smt. Gaurimulekhi or Smt Maneka Gandhi have any doubt than they can read my
Report which was submitted to the board and turn to Honorable Supreme Court of
India. Board Advocate Sr. SK Jain And Sri Borthakur informed me and the Board
the appreciation of Learned Judges on the Reports

1. Misappropriated the funds of AWBI: He patronized some staff members promising them hefty
increments while pressurized them to make arbitrary alterations in the files
of some Animal Welfare Organizations which were not found fit for release of
grants due to adverse inspection reports. He even changed the adverse
inspection reports in grant file without informing the Secretary or the Grant
Coordinator. This was equivalent to misappropriation of funds and
embezzlement, but due to his contacts
in the Congress Party, he was never brought to book.

Reply .1. A highly insulting,
unmindful, allegation. She is alleging the whole system and then Chairman. I
was never in grant committee. Rather this complaining person was seen saving
fraudulent activities saving even their forging the Government officials
signatures. The person who used to
insult the Chairman mentioning that he used to come to PM Residence to couch
horse riding and having all clout on Government machinery even went to then
Prime minister Dr. Manmohansingh against me only, afraid of my honesty. She
tried best to use her influence against me and sent her messengers as her
whole empire was in danger. She succeeded a little with her false
representation which was examined and I was exonerated.

Reply 2:-The inspection
referred in the allegation is making the complainant a laughing stock. As per
Honorable Supreme Court directions the Inspection was conducted and the
Report was submitted to the Board in turn to Honorable Court in WP(C) 44/2001.
Inspection was monitored by then Principal Secretary Urban Development Sri
Vijayanand IAS’

3. Gave Grants to fake NGOs in return for bribe:- During his tenure in the Board in 2006-07 Mr. Mittal had
also personally inspected and recommended 3 bogus organizations for Shelter
house grants (1. Sri Durga Parmeshwari
Mahila Society, Bellary, Karnataka 2, HMS Wducation Society, Tumkur,
Karnataka & 3. Dharma Chakra Trust, Shimoga, Karnataka) but later on it
was found tht these organizations do not have any animal welfare activity and
grant recommended by Mr. Mittal had to be cancilled. It is apparent that Mr.
Mittal wanted to oblige these 3 organizations with big shelter house grants
who were not eligible. The money has never been recovered.

Reply 3:- A allegation with
mala fide intentions to defame the Board. The AWOs referred in the allegation
are still holding recognition and as per the directions of the Board, I
inspected several AWOs and reported the facts whatever I viewed, which were
scrutinized several times by learned Vice Chairman and Grant Committee
|

4. Shockingly obscene and vicious behavior towards a lady:- In 2006 he went to inspect an animal welfare organization
in Trivandrum. The grant given to them by the AWBI to construction was being
used for the project. He asked the Secretary of the organization for a bribe
and when she refused, Sri Mittal unzipped his pants and pointed his gentils
as her and tried to urinate on her. The lady went into severe shock and could
not speak for days. He than got Sonia Gandhi yo recommend a CBI enquiry
concluded in 2007with a clean chit
being given to the animal welfare organization, However, the obscence acts of

Reply 4:- Such a shameful
allegation. Whether I was alone? Whether the that so called lady was alone?
Whenever I inspected, I was accompanied by State officials and with pre
information to AWO. In this particular case where Smt. Maneka Gandhi had
financial investment and both the installments of RS.11.25 Lakhs of Shelter
Grant were released by the Committee in which she was member. I was asked to
inspect the utilization of funds and I found the total misappropriation which
I reported to the Board along with the irregularities and Cost of estimated
construction on the day of inspection as given by Thriuvananthapuram Municipal Corpn. CBI raided the Board office and taken more
than 150 files including this file also. I remember, as CBI found truth and
even called me for witness.

5. Misrepresentation and sourcing bribes:- There are a variety of persons in Kerala and Karnataka who
allege that you solicited bribes from them, while representing the Animal
Welfare Board. People associated with Charities, often claim that he has
solicited funds from them. He even falsely projects himself to be a member of
the Kerala State Animal Welfare Board at the end of his each mail. He has
never been a member of the Kerala Board because he is from Karnataka.

Reply 5:- A false allegation
which may be true on her as a talk of the nation. I am a donor may be a petty
donor. I never claim false and as proof, Some fool with unsound mind can only
level this kind of allegations subject to defamation proceedings. Mrs. Gauri
Mulekhi raised this question few years earlier and I emailed to her to shut
her mouth the Copy of my appointment in Kerala State Animal Welfare Board. I
also do not know that in what capacity and what power these questions are
being asked. I certainly treat these baseless allegations to malign my repute
by the persons known in total foreign influence and working against the
national interest

6. Encouraged animal
cruelty:- During his tenure, not only did he allowed
cattle races to be held but also encouraged then openly. One such race in
Kakkur, Kerala was even flagged off by him after he was bribed by the
organizers. Massive cruelty is inflicted on animals during cattle races and
the Supreme Court has even banned these but SK Mittal continues to support
them on public plate forms, against the verdict of the apex court. There is a
videotape available with AWBI showing his presence as guest of honor at a
Cattle race.

Reply 6:- Such a rubbish
allegation: I was directed by the Board to inspect and take decision. There
was no absolute ban on Bullock Cart Races in 2007. I performed my duty and
inspected the location with Police and Animal Husbandry officials. All Rules
and Regulations were applied and after viewing the 146 year old traditional
event without any cruelty the race was conducted. The Report was submitted to
the Board.

7. Delusions of Grandeur and demands made from the Government- During his tenure, he demanded police escort and flashing
lights to accompany him on inspections. This defeated the purpose of surprise
checks, but helped him get fatter bribes from those that he was inspecting.
No other member of the AWBI uses any lights or police escort, for any
inspection whatsoever.

The allegation shows the mindset of the complainant. The person who
faced life attack and was given protection is stoning her eyes. I delivered
my best and was respected by every one. Not only the statutory membership but
Two States i.e Karnataka & Kerala, Film Screening Committee, Staff
Welfare Committee and many other assignments were given to me. These were to
serve the speechless animals and not like her who is not restraining in
intervening in the affairs not given to her instead of looking her ministry
where even mass Child rapes are reported every time.

decorative allegation as if I was a decision maker. Board functions under the
directive and control of Union Environment Forest & CC ministry of Govt.
of India. There was no provision nor even now to fund slaughterhouses in any
Scheme. The allegation is rubbish and to tarnish my image. Such a baseless
allegation. Chairman Maj. Gen.(Retd,) Dr.RM Kharb AVSM visited Kerala several
times and may have made announcements. I was nor assigned nor competent to
assure or provide any thing from the Board. AWBI is a statutory body works
under a gazette nominated persons. Perhaps, 6 honorable Member of Parliaments
shall be nominated but because of her dirty behavior and undue influence,
since last 12 years Government is not nominating any MP to the Board.

Sub Committee, I inspected Kerala several times as desired by
the BOARD and reported the matter always, Allegation is absurd,
baseless and to tarnish the image of AWBI & Me. Board function for the
Welfare of animals including Dogs and at no time I encouraged the killing of
any animal including Dogs.

Misrepresentation and
fraud with an objective to get monitory gains:- Even after relinquishing his appointment as Board member
in July, 2007 he is still using AWBI Board mail id, despite instructions from
the Board not to do so.

Reply 10:- A mindless
allegation like she is using gandhim id instead of thrown out from Gandhi
family. I developed my own Email id i.e. awbikk@gmail.com which was never
given by the Board and is my intellectual property. I was never asked by the
Board any time to stop its use but I remember that this lady do asked me 10
years earlier and a befitting reply was sent to her to shut her mouth.

Aspires for awards
without doing actual work:- He
requested the Chairman AWBI in 2014 to recommend him for Padma Awards for
Republic Day, 2015 and also for his appointment as Co-opted member of Animal
Welfare Board of India. Both his requests were unanimously rejected by every
single AWBI member. Since then he has been writing defamatory letter against
the Board leveling baseless and false allegations about his functioning. With
a view to bring them in poor light so that he can achieve his objective of
coming to the Board again for self glorification and to dictate to the Board
staff to dole out grants to the Animal Welfare Organization from whom he
expects to get kickbacks.

her employee/ worker on which I understand that enquiry is in process.

guidelines under the Chairmanship of Dy. Commissioner, Mysore & other government
officials & I was bestowed upon responsibility of it’s Founder Vice
Chairman.
There are 100 plus Goshalas in Karnataka and to bring them on one single platform , Karanataka Goshala Maha Sangh ® was established under the divine leadership of Sri Sri Sri Balagangadharnatha Maha Swami Ji of Sri Adi Chunchangiri Mut . I was given pride of founder President ship.

tenure as Member Animal Welfare Board of India. In May/ June, 2006 Valuing my
services to speechless animals on my loyalty to my Party, Hon’ble Environment

houses of Karnataka & kerala etc.
I received fullest cooperation and guidance from Honorable Chairman Maj. Gen. Dr. R.M. Kharb AVSM, Honorable Minister and officials of Environment & Forest Ministry, Concerned Ministers & Officials of different States, Officials & Staff of Animal Welfare Board of India & love, affection, cooperation, support & Guidance from Honorable Vice Chairman & Co- Members in successful working. I could serve the assignment with best of my ability, but in turn antagonized with some very powerful, so called messiah of animal welfare, good orator but jealous personalities.

In this course, where ever , I found closed, defunct organizations & misuse of Grant & Central Government Schemes. Inspection. There is no inspection pending in both the
States. Reports were given on merit and where ever malpractice was seen
adverse report was given irrespective of any party or politics. For example
adverse report against VHP or PFA organization were given. There is growth in
number of recognized AWOs in two states.
2.
Slaughter houses inspection report was submitted with
in minimum time and was appreciated even by Supreme Court Lawyers.
3.
Cattle Races, Sacrifice, illegal transportation of
cattle, Fodder problem, Dog menace, implementation of ABC (Dog) Rules, Legal
cases addressed . Race Courses were asked to stop cruelty with success.
4.
Editorial Sub Committee : Always
contributed with suggestions for articles and improvement 5. Given many
articles relating to Animal preservation & protection.
5.
Media: Addressed many Press conferences in
Karnataka, Kerala, Tamilnadu, Madhya Pradesh etc. Interviews telecasted on
State & national level.
6.
Film Censor Sub Committee: Certification
system stream lined. Accountability fixed. Format of Certificates improved.
Involvement of Brokers restricted.
7.
Staff Welfare Sub-Committee: Need based
requirement was assessed. Grievances of staff was listened and after
examination their long pending issue of confirmation was addressed.
8.
Pension issue was addressed even by going to Ministry of
Finance, New Delhi. Work was re distributed for maximum out put. Staff was
trained for best out put.
9.
Web Site www.awbi.org is representing whole
activities of Board and being watched by all animal lovers. It has to be RTI
friendly. Difference can be seen between earlier and present display.

Office improvement Sitting arrangement was
improved and in this process 50% under utilized space was extracted

Visitor Register introduced

Numbering machines at receipt and issue of post point
introduced

Old files
where action is not pending are asked to place in numbered HDPE Bags with
list of files and copy of list shall be with concerned clerk and coordinator.

Noting system is introduced in files and all documents
are asked to be numbered.

Data base of pending files was made and
quantum of amount required to serve these AWOs is calculated

Data Base of Details of Legal files and cased was made

Disposal of pending files was streamlined
18.
Time bound disposal and accountability fixed.
19.
Application forms were improved by involving Honorable
Members of different States as guide and helping hands to AWOs.
